I know Wiki says that the Santa Ana is the largest, but by Wiki's own figures the Colorado (which forms part of California's southern border) has 50 times the volume. If you give half of that to Arizona that's still 25 times the volume. You can't get away with saying the Colorado "isn't in" SoCal either.
